According to http://www.toonopedia.com/washtubs.htm, Wash Tubbs and Captain Easy (by Roy Crane) was one of the first "adventure" newspaper comics, debuting in 1924.

I don't understand the switch to a little guy with a German accent in the last frame, either.

The back cover looks like a Scottish Terrier humping Wallace Simpson.
